Rome, 22 March 2023 – Seminar Dinner. FMG meets Deputy Minister Maurizio Leo

An opportunity to discuss the new tax reform with the institutions. This was the objective of the meeting with Deputy Minister of Economy and Finance Maurizio Leo that took place on 22 March 2023, on the occasion of the second Seminar Dinner organized by FMG. The Deputy Minister of Economy and Finance of the Meloni government presented the new tax reform, dividing it into four fundamental pillars. First and foremost, there is the need to amend the general principles, so that the current law is line with that of the European Union. The Deputy Minister stated, that "We must highlight the principles of domestic law, such as legal certainty, and there are international rules to which we must comply".

Furthermore, the urgency of focusing actions on taxes and their revision is of paramount importance. More specifically, Leo said that the government is keen to introduce a 3-rate IRPEF system, stating that "IRPEF (Personal income tax) is the major tax we need to work on, and we will also carry out a tax overhaul".

The third part of the reform will impact four fundamental areas:

- the tax declaration process, streamlining tax deadlines and payment procedure;

- the tax assessment mechanism: "tax authorities are only able to control 2% of declarations; it is therefore necessary to act pre-emptively, dividing taxpayers into 2 categories, where it will be possible to start a two-year arrangement with reliable taxpayers";

- procedures pertaining to the tax collection process;

- the revision of the tax litigation procedures.

Finally, specific interventions will concern the revision of the Consolidated Texts, with the aim of drafting a Tax Code consisting of a general part and a special part.
