Former State Accountant General

Andrea Monorchio

Monorchio

Andrea Monorchio is an Italian economist, public manager and academic, seventeenth Accountant General of the Italian State from 1989 to 2002. He was presented with the Magna Grecia International Award in 1997, conferred by the Magna Grecia International Association, chaired by President Nino Foti.

Born in Reggio Calabria in 1939 to a wealthy Calabrian family, he entered the Ministry of the Treasury in Rome in 1968, three years after graduating in Economics and Commerce from the University of Messina, qualified as a chartered accountant, and exactly ten years after his entry into the State Administration in 1958, at the age of 19.

"A statesman, always at the service of the State without ever using the State".

His ability, professionalism and independence have been recognized by all in the various political seasons. He held positions on the boards of directors of many private companies of public interest thanks to his work ethic and competence.

In 1983 he was appointed Chief Inspector General for Budget Policies of the Ministry of the Treasury – State General Accounting Office (1983-1989). From 1 September 1989 to 30 June 2002, he served as XVII State Accountant General.

He held the position of State Accountant for thirty-four years. During the 1990s, he had to manage public accounts several times in the face of financial crises, especially in the summer of 1992, when Italy risked bankruptcy, leaving it in September when Prime Minister Giuliano Amato passed decrees for the devaluation of the lira currency. In 1997, with Minister of Treasury Carlo Azeglio Ciampi and Prime Minister Romano Prodi, Italy achieved its goal of joining Europe, managing to reduce the deficit/GDP ratio from 6.8% to 2.7%, meeting one of the three Maastricht parameters.

Monorchio owes everything to Guido Carli, who very strongly wanted him to be head of public accounts in September 1989, at the time of the sixth Andreotti government. Carli remembers the uncanny competence and formal rigor with which Monorchio called his colleagues "Mr. Minister".

At the end of his mandate in 2002, he did not retire, but was appointed to lead Infrastrutture S.p.A., the newly formed Treasury company created to finance large public works. In early August 2002 Monorchio left the post of State Accountant General to Vittorio Grilli.

In October 2011 he was appointed Deputy Chairman of Banca Popolare of Vicenza S.p.A., then chaired by Gianni Zonin.

He has been Professor of State Accounting at the University of Siena, Professor of Public Finance Economics at the Higher School of Tax Police of the Guardia di Finanza, the "La Sapienza" Universities of Rome, Parma and LUISS. Lecturer in State Accounting at the Higher School of Public Administration and at the Academy of the Guardia di Finanza.

Andrea Monorchio has held numerous positions: Chairman of Consap – Concessionaire of Public Insurance Services S.p.A., Infrastrutture S.p.A., Banca Impresa Lazio S.p.A. Deputy Chairman of Banca Nuova S.p.A. He has been a member of the Board of Directors of Formez PA., Aeroporti di Roma, Cassa depositi e prestiti, Almaviva; Chairman of the Board of Statutory Auditors of IRI, E.N.I., Fondazione I.R.I., Finmare in liquidazione, The Central Development of the Mediterranean, the General Financial Center, Fintecna, Telespazio, Cassa Depositi e Prestiti Immobiliare; Chairman of the Supervisory Committee of Alitalia in A.S. and of the Administrative and Accounting Regularity Control Commission at the Authority for the Supervision of Public Contracts; Member of the Advisory Committee for Public Service Functions for the Board of Directors of Autostrade S.p.A.; Chairman of the Supervisory Board of Banca Infrastrutture Innovazione e Sviluppo; Member of the Rome Territorial Committee of UniCredit.
